I wonder if they teach them that sort of thing in some Machiavellian secret-society... or if they've just read the same psychological studies as some of the rest of us... or if it just comes natural to them and that's why they enter politics and find success.
In any case, the many situations in which 'touch', as well as other stimuli, are applied or withheld (and the manner in which it's done) have an undeniably significant impact on our psycho-social character... that is, it helps to make us who we are, both as individuals and as a culture.
It seems likely to me that a mere "light touch on the arm" is enough for an urban professional woman in New England, or a NATO politician, because of the general dearth of pleasant sensory stimuli from other living beings that is considered the norm in our culture.
